Brazil institutes National Ocean Without Plastic Strategy 2025–2030
President Luiz Inácio Lula da Silva signed a decree establishing the National Ocean Without Plastic Strategy (Enop) for 2025–2030, published on 2 October 2025. The federal action plan, coordinated by the Ministry of Environment and Climate Change with several other ministries, must be launched within 90 days and foresees multi-stakeholder collaboration and technical cooperation mechanisms.
UK Industrial Hydrogen Accelerator Programme publishes successful projects
The UK Department for Energy Security and Net Zero and the Department for Business, Energy & Industrial Strategy published successful projects and a final Stream 1 report from the Industrial Hydrogen Accelerator Programme. The programme funded industrial hydrogen fuel-switching projects with up to £10 million (Stream 1), up to £400,000 (Stream 2A SBRI) and up to £7 million (Stream 2B) in support per project.
UK funds £36m Biomass Feedstocks Innovation Programme projects
The UK Departments for Energy Security and Net Zero and for Business, Energy & Industrial Strategy awarded a total of £36 million under the Biomass Feedstocks Innovation Programme: £32 million to Phase 2 demonstration projects (12 projects; up to £4m per Lot 1 project and £5m for the Lot 2 multi-site demonstrator) and £4 million to Phase 1 project development (22 Lot 1 and 3 Lot 2 projects). Final Phase 2 project reports were published on 2 October 2025.
Zimbabwe unveils 5-pillar energy strategy, $9B drive
Zimbabwe launched the Zimbabwean National Energy Development Compact, a five-pillar energy strategy to mobilize $9 billion for generation, transmission and distribution with $4.42 billion expected from the private sector. The plan targets raising clean cooking access from 38% to 70%, increasing hydropower share from 7% to 29%, highlights Invictus Energy’s Cabora Bassa Project (Mukuyu discovery, 2023) and proposes Hwange units 9 & 10 expansions.
California SB 253 may require GHG reports starting 2026
Cleary Gottlieb outlines that California’s SB 253 would require U.S.-formed companies with over $1 billion in annual revenue that do business in California to submit GHG emissions reports and limited assurance starting in 2026, with Scope 3 disclosures phased in from 2027 and stronger assurance requirements by 2030. CARB’s current proposals include an estimated annual fee of about $3,106 per Reporting Entity and a proposed first-report deadline of June 30, 2026, subject to final rulemaking in late 2025.
EU and Türkiye strengthen climate cooperation in Brussels
European Commissioner Wopke Hoekstra and Turkish Minister Murat Kurum held the third EU-Türkiye High-Level Dialogue on climate in Brussels on 1 October 2025 to strengthen cooperation after Türkiye’s July 2025 Climate Law. They agreed to exchange on carbon pricing, establish a structured regular exchange on the EU Carbon Border Adjustment Mechanism, and submit updated NDCs ahead of COP30 in Belém.
True North launches Tamarack, Canada's largest DAC deployment
True North Carbon, the Canadian subsidiary of CarbonCapture Inc., will launch Project Tamarack at Deep Sky Alpha in Innisfail, Alberta, deploying Canada’s largest single-technology DAC system with capacity up to 2,000 tonnes CO2/year. The project is hosted by Deep Sky, will use solar-powered capture, include MRV oversight by Isometric, align with Alberta’s TIER Regulation and is scheduled for commissioning in late October 2025.
